Core injection failed - PreInitFailed

When pressing Start Dota 2, after a few second the error shows up. Concole doesnt load. Sometimes rebooting PC helps, but since today it doesn't. If I close Dota by myself, then next loading goes well and if Dota crashes, idk why, then same error happens

    that's because you provider somehow block connection to our auth server. It can be because roskomnadzor banning 4+m ip addresses
    You can try VPN for test

    Same issue, can connect through VPN though my VPN doesn't have a connection in my region and I can't disconnect from the VPN as it checks auth after disconnecting or finding a match, any solutions?
